A firm protested a U.S. Information Agency solicitation, contending that the Small Business Administration (SBA) improperly decided not to accept the procurement for the section 8(a) program in order to set aside the procurement for small businesses. GAO held that SBA properly decided not to accept the procurement for a section 8(a) award, since the services were being provided by a small business through a small business set-aside. Accordingly, the protest was dismissed.
