A firm protested an Army subcontract award for vehicle transmission components, contending that the prime contractor: (1) unreasonably evaluated the bids; and (2) failed to hold meaningful discussions. GAO held that it would not consider the protest, since the procurement was not by or for the Army. Accordingly, the protest was dismissed.
