A firm protested a Navy contract award, contending that the Navy restricted competition by not defining quantities under certain contract line items until after the bidders priced all other items. GAO held that: (1) the protester untimely filed after bid opening its protest of alleged solicitation improprieties; and (2) it would not consider untimely bid protests. Accordingly, the protest was dismissed.
