A firm protested the Agency for International Development's (AID) acceptance of an apparent low bid, contending that the bidder failed to meet all of the solicitation specifications. GAO held that it would not consider the protest, since: (1) it was a matter of bidder responsibility; and (2) there was no evidence that AID acted in bad faith or misapplied definitive responsibility criteria. Accordingly, the protest was dismissed.
