A firm protested a Department of State contract award for overseas guard services, contending that the awardee did not intend to provide foreign-national guards who could speak English as it proposed. GAO held that the protest regarding the awardee's proposed personnel was a matter of contract administration which it would not review. Accordingly, the protest was dismissed.
