[Protest of Air Force Nonresponsibility Determination]

A firm protested an Air Force nonresponsibility determination. GAO held that it would not review the nonresponsibility determination, since the protester failed to avail itself of the certificate of competency procedure established for small businesses. Accordingly, the protest was dismissed.
