A firm requested reconsideration of its dismissed protest of a Defense Logistics Agency (DLA) contract award. GAO had held that the protester failed to state a valid basis for protest. In its request for reconsideration, the protester contended that DLA should not have found the awardee to be responsible, since its bid was significantly below cost. GAO held that: (1) it would not review an affirmative responsibility determination; and (2) a below-cost bid was not a valid basis for protest. Accordingly, the request for reconsideration was denied.
