[Protest of Termination of GSA Subcontract for Energy Management Control System]

A firm protested the termination of a General Services Administration subcontract for an energy management control system. GAO held that it had no jurisdiction over the subcontract award, since the award was not by or for the government. Accordingly, the protest was dismissed.
