A firm protested a Navy contract award, contending that the awardee lacked the qualifications to perform the contract. GAO held that it would not review the awardee's ability to perform the contract, since there was no evidence that the Navy misapplied definitive responsibility criteria. Accordingly, the protest was dismissed.
