Highlights

A firm protested a Navy contract award, contending that the Navy improperly: (1) rejected its bid; and (2) made award to a higher bidder. GAO held that: (1) the Navy properly referred the matter of the protester's responsibility to the Small Business Administration (SBA); (2) SBA reasonably determined that the protester was not responsible; and (3) the protest of the Navy's award to a higher bidder was without merit, since the protester was not in line for award. Accordingly, the protest was dismissed.
