A firm protested a Navy contract award, contending that its bid met all the minimum solicitation requirements while the awardee's bid was noncompliant. GAO held that the protester failed to provide: (1) sufficient evidence showing that the Navy violated applicable procurement laws or regulations; and (2) a valid basis of protest. Accordingly, the protest was dismissed.
