A firm protested an Army solicitation for operation and maintenance services, contending that the Army's failure to timely exclude its noncompetitive bid from the competitive range caused it to incur unnecessary bid preparation expenses. GAO held that the Army reasonably included the protester's bid in the competitive range, since the protester had a reasonable chance of receiving the award if it addressed several informational deficiencies in its bid. Accordingly, the protest was denied.
