A firm protested a Defense Fuel Supply Center (DFSC) solicitation for fuel, contending that the solicitation's small disadvantaged business preference provisions were restrictive. GAO held that the protester was not sufficiently interested to protest the solicitation, since it: (1) would not be in line for award even if its protest was sustained; and (2) was not a regular dealer or manufacturer of the required product. Accordingly, the protest was dismissed.
