A firm requested reconsideration of its dismissed protest of an Army subcontract award for frequency converters. GAO had held that it would not consider the protest, since it had no jurisdiction over the subcontract award, except in limited circumstances that did not apply. In its request for reconsideration, the protester contended that GAO had jurisdiction over the subcontract award, since the Army evaluated the bids. GAO held that there was no: (1) evidence that the Army had access to either the solicitation or the bids; and (2) basis for sustaining the protest even if it were to assume jurisdiction. Accordingly, the original decision was affirmed.
