A firm protested a Navy contract award, contending that the Navy should have rejected the awardee's mathematically and materially unbalanced bid. GAO held that the: (1) protester did not provide any evidence that the awardee's bid was mathematically or materially unbalanced; and (2) awardee's submission of its below-cost bid was not a valid basis for protest and a matter of responsibility, which it would not consider. Accordingly, the protest was dismissed.
