A firm requested reimbursement of its protest costs pursuant to its protests of a Department of Energy (DOE) prime contractor's rejection of its bids for technical support services. GAO held that the protester was not entitled to reimbursement of its protest costs, since: (1) DOE cancelled the unrestricted solicitation in response to the protests; and (2) the protester's failure to provide DOE with copies of its protests contributed to the delay in corrective action. Accordingly, the claim for protest costs was denied.
