A firm protested the Air Force's decision to perform visual information services in-house, contending that the Air Force's cost comparison was improper. GAO held that it would not consider the protest, since the: (1) protest was premature; and (2) protester failed to initially pursue its protest through the Air Force's administrative appeal process. Accordingly, the protest was dismissed.
