A firm protested a Navy contract award for temporary lodging, contending that the awardee's proposed quarters did not meet the solicitation's safety requirement. GAO held that the protester was not sufficiently interested to protest the award, since it: (1) did not challenge the eligibility of the intervening bidders; and (2) would not be line for award even if its protest was sustained. Accordingly, the protest was dismissed.
