A firm protested a Department of Veterans Affairs (VA) contract award, contending that the awardee was not a responsible contractor. GAO held that it would not consider the protest, since: (1) there was no evidence that VA acted in bad faith or failed to follow definitive responsibility criteria; and (2) the protester untimely filed its protest more than 10 days after it learned of initial adverse action on its agency-level protest. Accordingly, the protest was dismissed.
