A firm protested a proposed Navy contract award for manpower analysis support services, contending that the Small Business Administration improperly designated the awardee for the sole-source award instead of opening the procurement to eligible 8(a) firms. GAO held that the: (1) Navy reasonably reduced the contract's estimated value, since its minimum needs changed; (2) new estimated contract value and guaranteed minimum value were under the thresholds for competitive awards; and (3) protester did not have a valid basis to protest the sole source award. Accordingly, the protest was dismissed.
