A firm protested a Department of Veterans Affairs (VA) contract award for transcription services, contending that VA improperly: (1) assisted the awardee in the performance of its contract; and (2) determined that the awardee was capable of meeting its requirements. GAO held that it would not review: (1) VA actions subsequent to award, since it was a matter of contract administration; and (2) the affirmative responsibility determination, since the protester could not provide evidence of fraud or bad faith. Accordingly, the protest was dismissed.
