A firm protested a Federal Aviation Administration (FAA) contract award for a video map generator, contending that: (1) FAA failed to fully consider the merits of its product before deciding it was technically unacceptable; (2) a solicitation specification was unnecessary; and (3) the awardee falsely claimed that its product was made in America. GAO held that: (1) FAA properly determined that the protester's bid did not meet its stated technical specifications; (2) protester untimely protested the solicitation specification after the basis of protest was known; and (3) protester was not an interested party to protest the sole source award, since its product was eliminated from consideration. Accordingly, the protest was dismissed.
