A firm protested the Defense Construction Supply Center's (DCSC) rejection of its bid for helicopter parts, contending that DCSC improperly rejected its bid as technically unacceptable. GAO held that the protester: (1) untimely filed after bid opening its protest regarding the alleged solicitation impropriety; and (2) failed to obtain permission to use the manufacturer's product as required. Accordingly, the protest was dismissed.
