A firm protested an Army contract award for integration and systems engineering services, contending that the Army unreasonably evaluated its bid under two technical evaluation factors. GAO held that the: (1) protester's technical rating would not change even if it was given full credit for the two factors; and (2) protester was not sufficiently interested to protest the award, since it would not be line for award even if its protest were sustained. Accordingly, the protest was dismissed.
