[Protest of Army Corps of Engineers Contract Awards for Plant Demolition and Disposal]

A firm protested two Army Corps of Engineers contract awards for plant demolition and disposal services, contending that the awardees submitted unreasonably low bids. GAO held that: (1) it would not review the Corps' affirmative determination of the awardees' responsibility; and (2) the protester did not have a valid basis for protest. Accordingly, the protest was dismissed.
