[Protest of VA Solicitation for Chemical Analyzers and Associated Equipment]

A firm protested a Department of Veterans Affairs solicitation for chemical analyzers and related equipment, contending that the solicitation's brand-name specifications unduly restricted competition. GAO held that the protester was not sufficiently interested to protest the solicitation specifications, since: (1) it was not the low bidder; and (2) its bid was not technically acceptable. Accordingly, the protest was dismissed.
