[Protest of Air Force Rejection of Nonresponsible Bid]

A firm protested the Air Force's nonresponsibility determinations under two small business solicitations. GAO held that it would not review the negative determinations of the protester's responsibility, since the Air Force properly referred the matter to the Small Business Administration for certificate of competency review. Accordingly, the protest was dismissed.
