A firm protested the Navy's rejection of its bids as nonresponsive, contending that the: (1) Navy's rejection was improper, since the defects in its bid bonds could be cured after bid opening; and (2) bond requirements were confusing and contradictory. GAO held that the: (1) Navy properly rejected the protester's bids as nonresponsive, since its bid bonds were not in the proper amounts; and (2) protester untimely filed after bid opening its protests of the solicitations' bond requirements. Accordingly, the protests were dismissed.
