Highlights

A firm protested a Defense Logistics Agency (DLA) contract award, contending that DLA should have made award to it, since it was the low bidder. GAO held that: (1) the solicitation stated that award would be made to the bidder offering the best value to the government; (2) the solicitation stated that technical factors were more important than cost; and (3) DLA was not required to make award solely on the basis of cost. Accordingly, the protest was dismissed.
