[Protest of Army Corps of Engineers Solicitation]

A firm protested the Army Corps of Engineers' failure to set aside a solicitation for small disadvantaged businesses (SDB). GAO held that the protester failed to provide a valid basis for protest, since it did not show that the Corps had knowledge of two or more responsible SDB that were interested in the solicitation. Accordingly, the protest was dismissed.
