A firm requested reconsideration of its dismissed protest. GAO had held that the protester should have been aware that only small disadvantaged businesses would qualify for award, since the solicitation clearly identified the procurement as a small disadvantaged business set-aside. In its request for reconsideration, the protester contended that the solicitation identified the procurement as a small business set-aside. GAO held that the: (1) solicitation properly notified bidders of the small disadvantaged business restriction; and (2) protester would not be eligible for award even if its protest were sustained. Accordingly, the original decision was affirmed.
