[Protest of County Contract Award]

A firm protested a Rock Island County Metropolitan Mass Transit District (Metro Link) contract award. GAO held that it did not have jurisdiction over the procurement, since Metro Link was not a federal agency. Accordingly, the protest was dismissed.
