[Protest of Navy Contract Award]

A firm protested a Navy contract award, contending that the awardee would not be able to perform the contract as required. GAO held that the protest against the awardee's ability to perform the contract concerned a matter of responsibility, which it would not consider. Accordingly, the protest was dismissed.
