[Protests of Forest Service Solicitation for Tanker Aircraft Services]

Two firms protested a Forest Service solicitation for tanker aircraft services, contending that the Service should exercise their contract options for the services. GAO held that the: (1) protesters failed to present a valid basis for protest; and (2) Service's decision to competitively procure its requirements instead of exercising the contract options was a matter of contract administration and not subject to GAO review. Accordingly, the protests were dismissed.
