Highlights

A firm protested an Army contract award, contending that the Small Business Administration (SBA) acted in bad faith and violated applicable procurement regulations in conducting its section 8(a) program. GAO held that it would not review SBA stewardship of the small disadvantaged contracting program, since: (1) it lacked sufficient jurisdictional authority; and (2) there was no evidence that SBA acted fraudulently or in bad faith. Accordingly, the protest was dismissed.
