[Protest of Army Refusal to Award Sole-Source Contract]

A firm protested the Army's refusal to award it a sole source contract, contending that the Army improperly conducted a competitive procurement. GAO held that it would not review the Army's decision to award a competitive contract, since the protester failed to show evidence of Army fraud or bad faith. Accordingly, the protest was dismissed.
