A firm protested two Defense Logistics Agency (DLA) solicitations for centrifugal pump units, contending that: (1) the solicitation specifications were defective; (2) DLA should have set aside the solicitations for small businesses; and (3) GAO should consider its protest under the significant-issue exception to the timeliness rules. GAO held that the: (1) protester untimely filed its protest more than 10 days after it learned of initial adverse action on its agency-level protest; and (2) protest did not concern an issue of sufficient interest to warrant consideration under the significant-issue exception. Accordingly, the protest was dismissed.
