A firm protested a Coast Guard contract award for ship repairs, contending that the awardee, a foreign firm, had an unfair competitive advantage over domestic bidders. GAO held that the protester was not sufficiently interested to protest the award, since it would not be in line for award even if its protest were sustained. Accordingly, the protest was dismissed.
