[Protest of Army Contract Award for Facilities Operation]

A firm protested an Army Corps of Engineers contract award for facilities operation and maintenance, contending that the Corps improperly made award without holding discussions. GAO held that the: (1) solicitation stated that award could be made without discussions; and (2) protester untimely filed its protest of alleged solicitation improprieties after bid opening. Accordingly, the protest was dismissed.
