A firm protested an Army subcontract award for elevator repair, contending that: (1) it was prevented from competing for the award; and (2) the award violated its contractual rights. GAO held that it did not have jurisdiction to review the: (1) prime contractor's award, since the Army was not directly involved in the procurement; and (2) possible breach of the protester's contractual rights, since that was a matter of contract administration. Accordingly, the protest was dismissed.
