[Protest of Air Force Bid Rejection]

A firm protested the Air Force's rejection of its bid as nonresponsive. GAO held that the: (1) Air Force properly rejected the protester's bid as nonresponsive, since it failed to sign a required certificate of procurement integrity; and (2) certificate requirement could not be waived as a minor informality, since it was material to the solicitation. Accordingly, the protest was dismissed.
