A firm protested a prime contractor's cancellation of a purchase order under a Navy contract. GAO held that it did not have jurisdiction to consider the matter, since it involved the protester's contractual relationship with the prime contractor and not the propriety of a contract award. Accordingly, the protest was dismissed.
