[Protest of Corps of Engineers Rejection of Bid for Technical Services]

A firm protested the Army Corps of Engineers' rejection of its bid for environmental compliance technical services, contending that: (1) its bid was not late; and (2) a solicitation specification was defective. GAO held that the: (1) protester untimely filed its protest more than 10 days after it knew of the rejection; (2) protester's correspondence with the Corps did not constitute a valid protest; and (3) protester untimely filed after bid opening its protest of the solicitation specification. Accordingly, the protest was denied.
