A university protested a Morale, Welfare and Recreation (MWR) solicitation for summer day camps, contending that GAO had jurisdiction over its protest, since MWR used a Navy solicitation format. GAO held that it did not have jurisdiction over the procurement, since: (1) MWR was not a federal agency; and (2) the procurement was not conducted on the Navy's behalf. Accordingly, the protest was dismissed.
