[Protest of VA Solicitation]

A firm protested a Department of Veterans Affairs solicitation, contending that the solicitation was written to preclude it from receiving award. GAO held that the protester: (1) untimely filed its protest; and (2) should have protested the alleged solicitation improprieties prior to bid opening. Accordingly, the protest was dismissed.
