A firm protested an Air Force solicitation for computer equipment, contending that the solicitation's evaluation criteria were not sufficient for measuring the life-cycle cost of each bid. GAO held that the protester untimely filed after bid opening its protest regarding the alleged solicitation improprieties. Accordingly, the protest was dismissed.
