A firm protested the Bureau of Prisons' (BOP) cancellation of a solicitation for a hydraulic metal shear, contending that: (1) the cancellation was improper; and (2) it was entitled to reimbursement of its bid and protest preparation costs, since BOP unduly delayed taking corrective action in response to its protest. GAO held that: (1) BOP properly cancelled the solicitation in order to reevaluate the alleged unduly restrictive specification; and (2) the protester was not entitled to reimbursement of its protest costs, since BOP took prompt corrective action in response to its protest. Accordingly, the protest and the claim for costs was denied.
