Highlights

A firm protested a National Aeronautics and Space Administration (NASA) procurement for technical support, contending that: (1) NASA gave another bidder improper access to its previous bid information; and (2) the bidder had an improper competitive advantage. GAO held that: (1) the bidder's withdrawal from the competition rendered the protest academic; and (2) there was no evidence that NASA was biased against the protester. Accordingly, the protest was dismissed.
