Highlights

A firm protested an Air Force solicitation for turbine shrouds, contending that the solicitation's qualification requirements: (1) unduly restrict competition; and (2) are not consistent with the Air Force's standards for similar parts. GAO held that it would not review the protest, since the: (1) protester was not the low bidder in line for award; and (2) solicitation requirements had no material effect on the protester's bid price. Accordingly, the protest was dismissed.
