A firm protested an Air Force contract award for radio maintenance, contending that the Air Force: (1) improperly held discussions with two other bidders; and (2) failed to request its best and final offer (BAFO). GAO held that the: (1) Air Force's communication with the bidders did not constitute discussions; (2) Air Force was not required to solicit the protester's BAFO; and (3) Air Force was permitted to make award on the basis of initial proposals. Accordingly, the protest was dismissed.
